Flood Banks.
A minute by the Colonial Treasurer, which I enclose, deals with the deposit in the New Oriental Bank; the amount for which the Banks are willing to do Government business; and the maximum amount at any time entrusted to their care.
3. As regards quarterly returns and surprise inspections, I find that Colonial Regulations (Enclosure 2 No. 307 and 308), as pointed out by the Treasurer, do not apply to this Colony, as there is no Treasury Vault or Strong Chest in use here, all moneys being paid into the bank daily.
4. I have, however, given directions that a monthly return of the state of the Treasury, giving full information regarding Balances, Deposits, &c. shall be made.
